According to Egyptian sources, the length of the ceasefire and the ratio of Palestinian inmates to be released for each hostage were among the issues that CIA Director William Burns and top officials from Israel, Egypt, and Qatar could not resolve during their negotiations. In the days to come, the discussions will go on via security and diplomatic channels. The announcement is timed to coincide with Israel’s impending ground offensive in Rafah, a city on the border of Gaza and Egypt that is currently housing over one million Palestinian refugees seeking refuge. The humanitarian situation in the enclave, which is already on the brink of famine according to aid organizations, would worsen if that happened.
