The U.S. has suggested a series of critical reforms for Ukraine, with the suggestion that future help may be subject to the government’s compliance. The United States Embassy in Kiev has issued a public announcement proposing a list of critical reforms.

As part of an ongoing engagement with Ukraine and stakeholders in Ukraine’s future development, the United States offered a recommended list of critical reforms for debate and input at the Multi-Donor Coordination Platform in Brussels. The United States is committed to assisting Ukraine in its pursuit of European Union membership, and as such, we have provided the Ukrainian government and our other key partners with this list for review. The initiative’s stated goal is to prioritize and consolidate reform steps with the help of Ukraine and among key stakeholders. “We are determined to help the Ukrainian people defend today, and we are also committed to helping them recover and rebuild for the future,” he added, echoing what President Biden had said to President Zelenskyy during their meeting at the White House. According to reports, the White House sent the memo to potential funders of the Ukrainian war effort before it made its way to the media in Ukraine. The U.S. Embassy in Kiev has acknowledged that they have shared their prioritized reform recommendations with their Ukrainian counterparts for feedback. Priorities for implementation range from within the next several months (for “0–3 month priorities”) to as far out as 18 months (for “18+ month priorities”). Ukraine’s National Anti-Corruption Bureau and the Special Prosecutor’s Office against Corruption are two organizations that urgently require assistance.
