Saudi Arabia has offered Iran further information cooperation and investment in its economy in exchange for the Islamic Republic preventing its regional proxies from turning the Israel-Hamas conflict into a wider battle. Since Hamas’s attack on Israel last month and the accompanying Gaza war, the idea has been given in a variety of ways. A stronger cooperation was also discussed during a meeting between Iranian President Ebrahim Raisi and Saudi Crown Prince Mohammed Bin Salman. According to US Assistant Secretary of State Barbara Leaf, Washington is working with Saudi Arabia and other Arab allies to prevent Tehran from “weaponizing” the war in order to bolster its axis of resistance.
After resuming diplomatic relations with Iran in March after a seven-year hiatus, Saudi Arabia’s strategy has evolved. Iranian leaders’ desire to promote their Islamic revolution, as well as their previous rejection of the House of Saud’s guardianship over Islam’s holiest sites in Saudi Arabia, fuel their antagonism. The kingdom has enlisted Iran as a co-sponsor of the declaration issued at the end of the extraordinary Islamic-Arab summit, which sharply criticized Israel, urged for an immediate cease-fire, and outlined steps for a long-term solution. The crown prince’s priority is de-escalation with Iran, and in meetings with Iranian officials, MBS and his aides have expressed Saudi concerns about Iran’s support for armed organizations in the Arab world while touting the benefits of cooperation.
Other aims, such as assisting in the creation of a Palestinian state alongside Israel, repairing relations with Israel, and developing a tighter defense alliance with the US, all risk placing it at conflict with Tehran. The US strongly supports Saudi Arabia’s attempt to restart its 2002 Arab Peace Initiative, which aspires to establish a Palestinian state alongside the Jewish state. Putting the Israeli-Palestinian problem on a path to resolution was critical to resuming negotiations on normalizing relations between Israel and Saudi Arabia.
