On January 1, 2024, Nagorno-Karabakh’s administration issued a decree mandating the closure of all government agencies by the end of the year as a symbolic gesture marking the end of the breakaway state. Following Azerbaijan’s military victory and the evacuation of half of its population, Samvel Shakhramanyan, president of the separatist movement, made the request in a declaration calling for the dissolution of all state institutions and urging inhabitants to comprehend the terms of Azerbaijan’s reintegration into international society before making a decision. Azerbaijan has committed to ensuring the “free, voluntary, and unrestricted mobility” of Nagorno-Karabakh residents as part of the agreement. The ethnic Armenian population in this area has wanted to join with Yerevan ever since the Soviet Union collapsed, despite widespread recognition of its inclusion within Azerbaijan.
